I highly recommend the San Francisco Children's Art Center at Fort Mason. I am a practicing artist and educator who taught there for 8 years and know the program quite well. I am still in frequent contact with Gail Tarantino, the main instructor at SFCAC. Gail is the best children's art teacher you will ever find. The program is set up to provide the children with opportunities to try different materials and techniques. The instructors are responsive to the students needs and interests.
